GAT Expo Santo Domingo closes the 2025 GAT Events Circuit with great success.

Santo Domingo, November 13, 2025. With the opening of the commercial exhibition in the Anacaona Hall of the Renaissance Jaragua Hotel & Casino, the fifth edition of GAT in the Dominican Republic came to a close—a gathering that brought together more than 600 entrepreneurs, authorities, and executives from Europe, Latin America, the United States, and the Caribbean, reaffirming the country’s position as one of the most dynamic markets in the region.


Day 1 – A valuable academic day for the Caribbean

The program began on November 12 with GAT Academy, which filled the Teatro La Fiesta Hall with three keynote conferences and seven specialized panels featuring 31 speakers, including regulators, operators, suppliers, industry association leaders and legal experts. The inaugural session opened with the notes of the National Anthem of the Dominican Republic. Master of Ceremonies Natalia Moreno introduced the audience to the thematic agenda, starting with the first panel:


“From the Caribbean to the Andes: Regulatory Developments Across the Region,” moderated by Edgar Pagán of the Puerto Rico Gaming Commission, with the participation of Marco Emilio Hincapié, President of Coljuegos (Colombia); Yamile Gutiérrez, Director of GAT Santo Domingo; and Adams Pérez, also representing the Government of Puerto Rico. Their comparative analysis of current regulations highlighted the need for regional cooperation and technical oversight to achieve updated regulatory frameworks.


The discussion continued with “Casinos RD: Vision 2025–2026,” led by David Moniz, offering insights into the current situation of Dominican casinos, their upcoming challenges, and their connection with the tourism and entertainment sectors. Panelists included Jorge Gómez, Vice President of IGC; Javier Elías (Empresas EE); and José Ángel Forján (Comar Dominicana), who addressed a growing and highly relevant topic on the island.


The panel “Current Affairs and the Draft Gaming Law in the Dominican Republic” was moderated by Yamile Gutiérrez and featured contributions from David Moniz (ADCJ), Richal Montero (FENABANCA), Francisco Pérez (Juancito Sport), and Nelson Espinal Báez of Cambridge International, consultant and liaison with the Office of the President. They held an open dialogue on the need for a legal framework that consolidates dispersed resolutions and encompasses all gaming verticals, including online betting, lotteries, sports betting, land-based casinos and remote gaming. They also discussed the draft gaming law currently under review in the Dominican Senate.


The program continued with “Legal and Compliance Challenges,” led by Tatiana Vásquez, a Colombian expert with more than ten years of experience in Latin America. She alternated questions with responses from Yamile Gutiérrez, Johanna Familias (Breeze Management), and Francisco Pérez, in a conversation focused on the recently issued AML/CFT regulations by the Dominican Directorate of Casinos and Gaming and their implications for operators.


Next came the panel “Online Entertainment, Sports Betting and Casino,” in which moderator Víctor Arias of ARRISE powering Pragmatic Play Latam excelled with sharp and precise interventions. Panelists Richard De Los Santos (Juancito Sport), Liliana Viveros (Betcris RD), Stefanos Karakidis (Betby), and Eddye Guevara (Breeze Management) discussed the current state of online gaming in various countries, the role of streamers and influencers, and the profile of the traditional Dominican player, who remains strongly oriented toward physical betting shops.


“The Latest Trends and Technologies in Sports Betting” followed with contributions from Gustavo Sánchez (Breeze Management), joined by Gevorg Rushanyan (Digitain), Eddye Guevara (Breeze Management), and Carlos Acosta (LotoBet), presenting innovative solutions and technologies introduced to the Dominican market.


GLI delivered the conference “Technical Compliance in Online Gaming: From Regulation to Operational Efficiency,” presented by José Carlos Figueroa, Caribbean Regional Manager of this global certification laboratory. He outlined international standards for game and application verification applicable to the Dominican and Caribbean markets under current regulations.


Maritza del Rosario (MR Enterprise) led her session “Responsible Gaming as a Tool for Corporate Reputation and Sustainability,” emphasizing the importance of complementing a company’s social and environmental initiatives with effective communication strategies that reflect the impact of these efforts.


Óscar Calderón of Barna Management School presented “Creating Value in a Digital World,” offering a broad overview of how technology and artificial intelligence must be supported by robust data to deliver meaningful insights into customer and market behavior.


The final session of the afternoon, “The Universe of Virtual Betting: Products, Audiences, and Trends,” was led by Francisco Garibaldi Pavonessa, President of the Dominican Equestrian Commission. Participants included Herminio Iglesias (Soll Systems), José Luis Osorio (Kiron RD), Edgardo Paredes (Raza Carreras), Juan Bravo (Digitain Latam), and Julio Duque (Golden Race), concluding with a special segment on esports, AI in virtual betting, and diversification presented by Juan Pablo Barahona (Betby Latam).


The academic program was widely praised by attendees as one of the most complete and robust held in Santo Domingo in recent years.


That evening, the networking reception at La Marinita restaurant, hosted by Raza Carreras, unfolded in an atmosphere of camaraderie with music and dances from Quisqueya, fostering agreements, partnerships, and exchanges among Caribbean and international delegates.


Day 2 – Commercial Exhibition

The ribbon-cutting ceremony on Thursday, November 13, in the Anacaona Hall of the Renaissance Jaragua Hotel & Casino featured the participation of Juan Antonio Del Jesús, President of FENABANCA; Marco Emilio Hincapié, President of Coljuegos (Colombia); Edgar Pagán, Deputy Executive Director of the Puerto Rico Gaming Commission; Sergio Longo, Regional Director of BetConstruct; Yamile Gutiérrez of G&G Studio Legal; and José Aníbal Aguirre, CEO of GAT Events. Together, they officially inaugurated the commercial showcase that morning.


Some of the brands displaying their products and services included: Texas Slots, Raza Carreras, Pragmatic Play, Golden Race, BetConstruct, GLI, Juancito Sport, Betting Software, Digitain Colombo, LotoBet, Mobadoo, Grupo Germán, Fininvest, IGC, Orobet, Soll Systems, Loto Real, Cecomsa, Red ATM, among others. Marketing and sales teams activated contests and promotional strategies throughout the afternoon, engaging executives from 15 countries and from across the Dominican Republic.
