Vietnam’s Finance Ministry Seeks to Streamline Casino Access Rules for Local Players

Vietnam’s Ministry of Finance has released an impact assessment examining proposed changes to casino regulations, focusing on simplifying financial capability verification for domestic players.

The initiative aligns with the government’s broader expansion of locals gaming, including permanent approval for Corona Resort & Casino on Phu Quoc and a five-year pilot program at The Grand Ho Tram.


Modernizing the Regulatory Framework


The Ministry is drafting a new decree to replace Decree 03/2017, which currently governs casino operations nationwide. While maintaining key eligibility criteria—players must be at least 21, possess full legal capacity, demonstrate financial capability, and purchase an entry ticket—the reform targets an overhaul of the financial verification process.


The current system requires multiple supporting documents, creating friction for both players and operators due to its administrative complexity.


Transition Toward Entry Fee-Based Verification


Regulators are evaluating the possibility of replacing document-heavy financial checks with a higher entry fee, reducing the need for extensive documentation. This shift represents a significant policy transition aimed at improving regulatory efficiency and simplifying access procedures.


The Ministry’s assessment indicates that streamlined verification methods would better align with evolving policy priorities and reduce administrative burdens for both consumers and operators.


Revenue Contribution of Vietnam’s Gaming Sector


From 2017 to 2022, Vietnam’s nine small casinos and three large integrated resorts—Corona, Ho Tram, and Hoiana—generated approximately US$950 million in revenue, contributing around US$490 million to the national budget. The period was marked by pandemic disruptions, with Corona (2019) and Hoiana (2020) opening amid global travel restrictions.


Accelerated Policy Momentum


The permanent authorization of Corona and the pilot approval for Ho Tram signal Vietnam’s readiness to expand locals gaming participation while maintaining structured regulatory oversight.


Administrative Efficiency and Market Access


The proposed reforms aim to reduce operational friction by replacing documentation requirements with streamlined mechanisms, supporting responsible gaming principles while improving access for domestic players.
