Notably, this facility is authorized under a special policy to allow eligible Vietnamese citizens to participate, a move aimed at enhancing regional competitiveness against international entertainment benchmarks. The goal is to capture high-end tourism while remaining accessible to families and general vacationers.
A Decade of Development
The ambitious project follows a structured ten-year roadmap:
- 2028: The casino and initial hospitality zones are expected to begin operations.
- 2034: Full completion of the entire complex.
- The first phase will introduce thousands of luxury rooms under world-renowned hotel brands, complemented by beachfront villas, commercial walking streets, and a closed-loop consumer ecosystem featuring dining, shopping, and cultural experiences.
Economic Synergy and Logistics
The groundbreaking aligns with a period of explosive economic growth in Quang Ninh Province, which boasts an expected GRDP growth of 11.89% in 2025. Located near the UNESCO World Heritage site of Ha Long Bay and supported by the Van Don International Airport and modern highway networks, the project is strategically positioned to become a new engine for growth in Northern Vietnam.
