Vietnam is overhauling its legal betting framework with a new draft decree aimed at tightening oversight and expanding product offerings.

Proposed by the Ministry of Justice and the Ministry of Finance, the new rules will enforce strict identity verification while maintaining a cautious stance on wagering limits.


Mandatory ID Disclosure & AML Compliance:


The Ministry of Justice has proposed that all bettors participating in licensed football, horse racing, and dog racing must provide comprehensive personal details upon registration, including full name, nationality, occupation, and residential address. This measure aligns with the 2022 Law on Anti-Money Laundering, ensuring full traceability of financial flows and eliminating anonymous participation in the regulated sector.


Debate Over Betting Limits:


A key point of contention emerged regarding the daily wagering cap. While the Ministry of Science and Technology suggested raising the limit to VND 100 million (approx. $3,800) to compete with the black market, the Ministry of Finance rejected the proposal. Officials maintained the daily cap at VND 10 million (approx. $380) per person, arguing it remains appropriate given Vietnam's current per capita income of roughly $5,000, thereby safeguarding social order.


League Expansion and Pilot Programs:


To enhance market appeal, the draft broadens eligible competitions beyond FIFA events to include major tournaments from UEFA, AFC, and CONMEBOL, alongside top-tier national leagues like the Premier League, La Liga, and Serie A. Furthermore, the government plans to initiate a pilot program restricted to a maximum of three licensed operators for international football betting. The selection of these operators will fall under the direct authority of the Prime Minister, highlighting the government’s vigilance regarding money laundering and systemic risks.
