Key Insights & Data
- Declining Deposit Volumes: Online gambling deposits totaled Rp36 trillion in 2025, a significant decrease from Rp51 trillion in 2024, amid intensified enforcement and blocking measures.
- The Rise of QRIS: QRIS has officially become the largest deposit channel in 2025, as user behavior shifts away from traditional bank transfers and e-wallets.
- Advanced Laundering Tactics: Operators are now decoupling deposit and withdrawal infrastructures. While deposits are collected via the ubiquitous QRIS system, withdrawals are increasingly processed through crypto rails, significantly complicating the asset recovery and tracing process for investigators.
Regulatory Outlook
Danang Tri Hartono, PPATK Deputy for Analysis and Examination, emphasized that the speed and convenience of QRIS are being exploited by illegal networks for rapid fund layering. Moving forward, PPATK will focus its supervision on merchant QR acceptance, mule-account patterns, and the critical transition points where domestic fiat currency jumps into crypto ecosystems. International assessors continue to urge Indonesia to strengthen risk-based supervision to combat these evolving financial crime methods.
