Brazil continues to advance the development of its regulated digital entertainment market. The Secretariat of Prizes and Bets (SPA), under Brazil’s Ministry of Finance, has officially launched Public Consultation No. 3/2026, inviting public and industry feedback on proposed updates to its operational licensing framework.

The consultation will run for 45 days, from 27 July to 9 September 2026, allowing individuals, companies and industry stakeholders to submit suggestions through the Brazilian government’s Brasil Participativo platform. Following the consultation period, SPA will review all submissions before finalising the updated licensing framework.

According to SPA, the primary objective is to improve the existing licensing process by incorporating practical experience gained during the first round of licence approvals. The regulator aims to create a more efficient, transparent and streamlined authorisation system while strengthening overall regulatory oversight.

The consultation forms part of SPA’s broader regulatory roadmap first introduced in 2025. As Brazil’s regulated digital entertainment sector continues to expand, authorities are working to refine legislation, optimise licensing procedures and increase transparency across the regulatory framework. Earlier this year, the Ministry of Finance also announced plans to publish more than 25,000 licensing-related documents and established a dedicated working group to further improve transparency throughout the approval process.

Brazil remains one of the world’s most closely watched emerging regulated markets. As its regulatory framework continues to evolve, clearer licensing standards are expected to create greater certainty for platform operators, technology providers, payment solution companies, digital entertainment businesses and other industry participants seeking long-term opportunities in the country.
