
After years of strict restrictions, Albania is preparing to reopen its regulated online gaming market under a new licensing framework designed to bring existing market activity into a more controlled environment.
Albania introduced sweeping restrictions in 2019, closing a large number of physical venues and restricting related online activities. However, demand did not disappear entirely, with unauthorized online platforms continuing to attract local users.
The government is now moving toward a different regulatory approach. Under the proposed framework, up to 10 online operators will be permitted to enter the market, while restrictions on physical locations will remain in place.
The new system introduces strict requirements for market participation. Users will be required to register online using their Albanian national identity cards, creating a direct link between accounts and verified identities.
Payments will also be closely controlled. Cash transactions will not be permitted, with funds required to move through Albanian banks, licensed electronic-money institutions or authorized payment service providers.
As a result, payment compliance, identity verification and integration with the domestic financial system are expected to become important requirements for companies seeking access to the market.
The limited number of licences could also create a competitive entry environment. With only 10 positions potentially available, companies with established technology, compliance infrastructure and experience operating across international regulated markets may be better positioned to qualify.
The government also expects the new framework to generate additional public revenue. Estimates cited in the industry suggest the regulated system could contribute around ALL2 billion, approximately €20 million, annually.
Albania’s policy shift represents a significant change in its approach to the online gaming sector, moving from broad restrictions toward a controlled model built around limited licences, digital identity verification and regulated payment channels.
As implementation progresses, attention will turn to the final licensing requirements, operational conditions and which companies ultimately secure access to the reopened market.
