UAE Strengthens Gaming Regulatory Framework as GCGRA and Abu Dhabi Financial Regulator Expand Cooperation

The UAE is further strengthening its commercial Gaming regulatory framework as the GCGRA and ADGM’s FSRA sign an MoU to enhance supervisory coordination, information sharing and policy dialogue, supporting greater regulatory clarity as the market develops.


As the UAE’s commercial Gaming market continues to develop, regulators are strengthening cross-agency cooperation to support a more coordinated and transparent regulatory environment.


The General Commercial Gaming Regulatory Authority (GCGRA) has signed a Memorandum of Understanding (MoU) with the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM), establishing a formal framework for cooperation between the two authorities.


Under the agreement, the GCGRA and FSRA will cooperate in areas including supervisory coordination, policy dialogue, investigative assistance and regulatory information sharing, while maintaining their respective statutory responsibilities.


The cooperation is particularly relevant in areas where financial services and commercial Gaming activities intersect. By establishing clearer communication channels between regulators, the agreement is intended to strengthen regulatory certainty for businesses operating within ADGM and the wider UAE financial ecosystem.


GCGRA CEO Ciarán Carruthers noted that commercial Gaming is one of the UAE’s newest regulated sectors. As the market grows and the range of participating businesses becomes more complex, closer coordination and information sharing between regulatory authorities will become increasingly important.


FSRA CEO Emmanuel Givanakis also highlighted the growing connection between financial services and adjacent sectors, noting that closer regulatory cooperation can support responsible market development while maintaining strong standards of governance, transparency and consumer protection.


The agreement reflects the UAE’s continued efforts to develop its commercial Gaming regulatory infrastructure. As licensing frameworks and cross-agency cooperation continue to evolve, the market is moving toward greater regulatory clarity, transparency and long-term development.
