The Netherlands Gambling Authority, Kansspelautoriteit (KSA), has granted the first eight follow-up licences to online Gaming operators as the country prepares to enter a new licensing cycle.

The licences will take effect in October 2026 and remain valid through September 2031, allowing the approved operators to continue operating in the Dutch online Gaming market for another five years. The original licences were issued in 2021, when the Netherlands opened its regulated online Gaming market, and are due to expire at the end of September 2026.

Eight Operators Receive Follow-Up Licences

The first group includes TOTO Online, Holland Casino, Play North, FPO Nederland, Bingoal Nederland, Hillside (New Media Malta), NSUS Malta and Betent.

Together, the companies operate brands including TOTO, Winnitt, Holland Casino Online, Kansino, FairPlay Casino, Bingoal, Bet365, GG Poker and Betcity.

All eight operators met the requirements for obtaining their follow-up licences, according to the KSA.

Stronger Compliance Assessment

Compared with the original licensing process, the KSA is applying additional requirements under its updated 2026 remote Gaming licensing policies.

One important change is that the regulator now explicitly considers confirmed violations recorded during the previous five years. Operators with past compliance issues must explain the corrective measures they have taken and how they intend to prevent similar issues from recurring.

Applicants are also required to submit an exit plan, outlining how their Gaming activities would be responsibly wound down if a licence ends.

The latest licensing round reflects the Netherlands’ continued focus on regulatory compliance and responsible market operations as its regulated online Gaming sector moves into its next five-year cycle.
